The Annual Meeting provides an opportunity for participants to network, learn from public health experts and receive updates on local health improvement efforts. The 2019 HSMP Annual Meeting will include learning sessions from distinguished speakers on various topics related to the four priority health issues facing St. Mary’s County: Access to Care, Behavioral Health, Healthy Eating & Active Living and Tobacco Use & Exposure to Secondhand Smoke.

Speaker Sessions and Topics
Opening Session – HSMP Updates
Stephen T. Michaels, MD, is the chief operating and medical officer for MedStar St. Mary’s Hospital with direct oversight of the hospital’s day-to-day operations, as well as providing medical direction to ensure delivery of the highest quality healthcare services. Dr. Michaels currently serves as the Co-Chair of the Healthy St. Mary’s Partnership. During this presentation, Dr. Michaels will provide an overview of HSMP and an update on the achievements and work of the action teams over the past year.
Special Remarks
Robert Neall is the Secretary of the Maryland Department of Health. Secretary Neall previously served as Senior Advisor to Maryland Governor Larry Hogan and was the Director of the Governor’s Office of Transformation and Renewal. He was also a board member of the Medical Mutual Insurance Society of Maryland and Chief Executive Officer at Priority Partners Managed Care Organization. Secretary Neall served as member of the Maryland Senate from 1996 to 2003 and was County Executive for Anne Arundel County from 1990 to 1994.
Keynote Session – Lessons Learned from Tobacco in the E-Cigarette Epidemic
Panagis Galiatsatos, MD, MHS, is the director of the Tobacco Treatment Clinic at Johns Hopkins and an assistant professor in the division of pulmonary and critical care at Johns Hopkins School of Medicine. He is also the co-founder and co-director of Medicine for the Greater Good and currently serves as the interim director for the Health Equity Steering Committee for the Johns Hopkins Medical System. This presentation will cover the history of linking tobacco to lung cancer, what it means for public health messages today, and what to do overall for e-cigarette usage.
Breakout Session – Project 2025
Kat Olbrich, MA, is the Maryland and Delaware Area Director for the American Foundation for Suicide Prevention. In this position, Kat educates the public and organizes programs that focus on eliminating the loss of life from suicide. This presentation will discuss the American Foundation for Suicide Prevention’s initiative to reduce the annual rate of suicide in the U.S. 20 percent by 2025. Kat will discuss the four critical areas that have been identified to save the most lives in the shortest amount of time: Firearm, Healthcare Systems, Emergency Departments, and Corrections Settings.
Breakout Session: Preventing Chronic Disease through Policy, Systems, and Environmental Change
Michael Rhein, MPA, is the President & CEO of the Institute for Public Health Innovation (IPHI), the recognized public health institute serving Maryland, Virginia and the District of Columbia. Michael will discuss policy, systems and environmental change strategies for reducing chronic disease at a community level, and share examples and lessons learned from IPHI’s work across the region.
Breakout Session: A Community Conversation About Youth Gun Violence
Meenakshi Brewster, MD, MPH, serves as the Health Officer for St. Mary’s County and as the Co-Chair of the Healthy St. Mary’s Partnership. As Health Officer, Dr. Brewster directs activities of the local health department and works with community partners to address population level health issues in St. Mary’s County. She is a public health trained physician, and board certified in the clinical specialties of Family Medicine and Sports Medicine.

Timothy Cameron, MBA, has been the Sheriff of St. Mary’s County since December of 2006. He is one of only three Sheriffs to have served three terms in the 380 years of the Sheriff’s Office. Sheriff Cameron began his law enforcement career with the Sheriff’s Office in July 1980. During his extensive career, he was promoted through the ranks, serving in every division of the Sheriff’s Office.
The Sheriff and Health Officer will present local law enforcement and health statistics and explore the topic of youth gun violence in our community with input from the audience.
Breakout Session: Using Trails and Complete Streets to Create More Active Communities
Fred Shaffer, MA, is a Planner Coordinator for the Maryland-National Capital Park and Planning Commission (M-NCPPC). Fred has worked for the M-NCPPC for over 25 years and for a majority of that time has focused on bicycle, pedestrian, and trail issues. Fred also serves on the Maryland Bicycle and Pedestrian Advisory Committee and the PG County Bicycle and Trails Advisory Group. This presentation will focus on how trails and walkable communities can be instrumental for improving the health and wellness of residents and fostering more active lifestyles.
Amber Starn, MPH, is the epidemiologist and Director of Health Promotions for the Charles County Department of Health. She has over fifteen years experience working in the public health arena as an epidemiologist, grant writer, health educator, and clinical researcher. This presentation will give an overview of the Charles County Mobile Integrated Healthcare (MIH) program, outlining program eligibility, the referral process, sources of funding, program outcomes, success stories, challenges, lessons learned, and future expansion.
Breakout Session – C.A.R.E. to End Stigma
Dorothy Fox, MBA, is the President and CEO of The Partnership for a Healthier Carroll County. Her early career days as a Certified Psychiatric Rehab Practitioner gave her the opportunity to work with homeless populations, programs for chronic mentally ill adults, and she began the first Domestic Violence Safe House in Carroll County. This presentation will describe the impetus behind the Carroll Anti-Stigma Resilience Effort (C.A.R.E.) campaign, the diverse local coalition behind it, and the strategies being used to dispel myths, overcome stigma, and provide tools for communicating effectively about behavioral health.
Brian Castrucci, DrPH, MA, is the President and Chief Executive Officer at the de Beaumont Foundation. Under his leadership, the de Beaumont Foundation is driving change to improve population health, foster collaboration between public health and other sectors, and strengthen the nation’s public health infrastructure. This presentation will highlight the difference between social needs and social determinants, including why this matters to partners who work on community health. Brian will also discuss the different roles that partners can play in community health improvement.

Will lunch be provided?
Food trucks will be offering lunch for purchase onsite at the HSMP Annual Meeting between 12:00 and 1:00 p.m. Cash and credit will be accepted.
Will Continuing Education Units (CEUs) be provided?
Yes, our partners at the Department of Social Services will be coordinating CEUs for interested attendees. Attendees that met the requirements will receive their CEUs by mail. Please contact the St. Mary’s County Department of Social Services with any questions regarding the status of your CEUs.
Do I have to bring my printed ticket to the event?
No, printed tickets are not required but all attendees are asked to register so that we can be prepared with enough seating, handouts and refreshments.
